Should the Postal Service require barcoded ballot envelopes?

Part of Voting by mail

A blocked Postal Service rule would have states register every ballot envelope with it, with a barcode and basic information for each voter, and would turn back mailings from states that don't. For future elections, should the Postal Service require this, or deliver ballot mail as states send it now?
